About this opportunity

The California Department of Transportation (Caltrans) is issuing an Invitation for Bid for on-call scrap metal and aluminum collection and recycling services across eight designated maintenance stations in Placer, Sacramento, and Yolo County. The contractor must provide all necessary labor, materials, supplies, equipment, containers, and transportation to collect, remove, and recycle scrap metal from these stations on an on-call basis with a three-business-day fulfillment requirement. Key deliverables include delivering and maintaining lockable, steel 40-cubic-yard roll-off dumpsters marked exclusively for recyclable metal, providing rainproof covers during inclement weather months (November 1 through April 30), collecting materials during regular business hours (7:30 a.m. to 3:30 p.m., Monday through Friday, excluding state holidays), and delivering collected materials to state-certified recycling centers. A mandatory minimum qualification is a current Motor Carrier Permit from the California Department of Motor Vehicles. The contractor must also maintain commercial general liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability coverage of $1,000,000 combined single limit, and workers' compensation coverage with $1,000,000 employer's liability limits. Written questions must be submitted by January 28, 2026, with bid submissions due by 2:00 p.m. Pacific Time on February 5, 2026, followed by bid opening at 2:30 p.m. the same day. The estimated award date is February 12, 2026, and the agreement will commence March 2, 2026 through March 1, 2029, with evaluation based on competitive percentage bids for ferrous and non-ferrous metals calculated as a percentage of the monthly American Metal Market pricing.

This is a revenue-sharing contract with no guaranteed minimum scrap metal volume, whereby the contractor retains proceeds from scrap metal sales after paying Caltrans its percentage share based on American Metal Market pricing for ferrous metals at Port of Los Angeles export prices. Caltrans offers a five percent Small Business or Micro Business preference for certified firms, with the preference capped at $50,000, and a separate Disabled Veteran Business Enterprise incentive program offering a five percent incentive for 100% DVBE participation, capped at $100,000 combined with other incentives. No incumbent vendors or current contractors are identified in the solicitation materials. Monthly invoices are due by the 15th of each month and must include detailed tonnage reports, certified weight tickets, and American Metal Market pricing verification, with payment made via courier delivery to Caltrans. The contract contains no specified revenue limit; compensation is entirely dependent upon the volume and value of scrap metal collected and recycled, with the contractor's proceeds determined by the negotiated percentage share of AMM pricing. Caltrans reserves the right to conduct random audits and may terminate the agreement for default, unsatisfactory performance, or upon 30 days' written notice for any reason.
