About this opportunity
San Bernardino County's Department of Public Works, Solid Waste Management Division, is issuing a Request for Proposal (RFP) for on-call scale systems support services to service five active landfills and nine transfer stations across four regional areas. The County seeks qualified contractors to provide installation, repair, calibration, maintenance, emergency response, inspections, cleanouts, system evaluations, and infrastructure installation on an as-needed basis for truck scales at waste disposal facilities. Contractors must be registered with the California Department of Industrial Relations and possess all required licenses, permits, and certifications related to scale maintenance and weights and measures compliance. The RFP was released on March 23, 2026, with a questions submission deadline of April 6, 2026, and a proposal submission deadline of 5:00 p.m. PST on April 20, 2026. The contract period will be five years beginning July 2026, with a tentative contract award scheduled for July 2026. Emergency response services must meet a four-hour response time between 7:00 a.m. and 7:00 p.m., Monday through Saturday. Evaluation will be conducted on a best-value basis using weighted criteria: Qualifications and Experience (30%), Technical Review (30%), Cost/Revenue (30%), and References (10%). The County intends to award contracts to at least two qualified firms, with the number of awards determined by proposal quality and quantity.
The County will apply a five percent local preference to vendors meeting specified criteria, including headquarters location, employment thresholds, and tax residency within San Bernardino County. All proposals must comply with prevailing wage requirements established by the California Director of Industrial Relations for the applicable counties, and contractors must submit certified payroll records as required by California Labor Code. Comprehensive insurance coverage is mandatory, including General Liability ($1,000,000 per occurrence with $2,000,000 aggregate), Automobile Liability ($1,000,000 per occurrence), Workers' Compensation, and Professional Liability ($1,000,000 per claim). Each consultant contract is valued at a maximum of $1,500,000 per year; however, the County does not anticipate spending the full amount annually and makes no guarantee of minimum or maximum work assignments. Contractors must register with the County's ePro system prior to the submission deadline and submit proposals either electronically through ePro or via hard copy with original signatures. Prevailing wage determinations applicable to San Bernardino County establish mandatory wage rates, employer payment obligations for health and welfare, pension, vacation and holiday, training, and other benefits, with contractors subject to penalties of $200 per worker per day for underpayment of prevailing wages and other sanctions for non-compliance.
