About this opportunity

The City of New Haven Public Schools is soliciting bids for an On-Call Roofing Inspections, Repairs and Maintenance Services contract (IFB #2025-IFB-251) covering all district facilities. The procurement seeks a qualified roofing contractor to provide comprehensive services including inspections, repairs, and maintenance for all roof types across 47 school and administrative facilities in New Haven County, Connecticut. Contractors must be certified installers for major roofing manufacturers with a minimum of five years of experience in school district environments. Key deliverables include developing a web-based system for recording inspections, storing digital photographs, providing budget projections, and tracking roof leaks, as well as generating detailed written inspection reports and comprehensive work estimates. The solicitation was released on July 14, 2025, with responses due by August 7, 2025, at 3:00 pm, and the initial contract term is one year with potential for two additional one-year renewal periods at the city's discretion. Bidders must submit extensive documentation, including a City Forms Signature Sheet, Disclosure & Certification Affidavit, Current Workforce Certificate, and a Priority Payment Program Application.

The procurement appears to encourage participation from local and diverse businesses, with the Commission on Equal Opportunities establishing specific compliance requirements and penalties for minority, female, and local resident participation goals. Contractors must meet extensive insurance requirements, including general liability, workers' compensation, auto liability, and excess/umbrella liability, with the City of New Haven to be named as an additional insured. While a specific contract value is not explicitly stated, the city reserves the right to award separate items to different bidders and emphasizes that contract award depends on fund availability. The solicitation includes a detailed fee structure for EEOC package submissions, with fees ranging from $100 to $4,000 based on contract size. Contractors must also comply with living wage ordinances and provide comprehensive reporting on employee wages and workforce composition. The procurement aligns with the city's broader goals of promoting equitable economic opportunities and maintaining critical infrastructure for public education facilities.
