About this opportunity
The University of Connecticut is soliciting qualifications under RFQ 012.4-OC.ROOF30 for on-call roof consultant services, with questions due November 17, 2026 and proposals due December 3, 2026 at 2:00 PM. The procurement is a quality-based selection, and the University encourages, but does not require, participation from Small Businesses (SBE), Minority-Owned Businesses (MBE), Woman-Owned Businesses (WBE), businesses owned by persons with disabilities (DisBE), and Connecticut-based companies.
Proposers must hold either a Connecticut Professional Architectural Firm License or a Professional Engineering Company License, and at least one team member must hold a current Connecticut Architect License or Professional Engineering License. LEED AP accreditation is preferred but not required.
Services include roof condition assessments for new and existing buildings, inspections of low-slope membrane, steep-slope metal panel, slate, clay tile, asphalt shingle, and vegetative systems, design specifications and drawings, cost estimate development, construction inspection, and peer review of roof specifications. Work spans the Storrs-Mansfield campus, regional campuses at Avery Point, Hartford School of Law, downtown Hartford, Stamford, and Waterbury, UConn Health facilities in Farmington and satellite locations, and any other University property.
The Master Agreement runs May 1, 2027 through October 31, 2030. Individual assignments are capped at $1 million, the University may make multiple awards, and it holds absolute discretion over assignment issuance with no guaranteed minimum dollar value or number of assignments. Current on-call contracts expire April 2027 and do not renew automatically, so incumbent vendors must submit new Statements of Qualifications.
Proposals must include a narrative covering scope understanding, technical approach, specialty services, quality assurance, and cost control; three comparable projects completed within the past ten years; resumes for the Principal, Senior Project Manager, Project Manager, Senior Architect or Engineer, and Project Architect or Engineer roles; hourly rates for key team members; a completed SEEC Form 10; and a current Supplier Diversity Certificate if applicable. Submissions go through the HuskyBuy Portal. Procurement inquiries go to Chris Peters at chris.peters@uconn.edu or 860-486-6324.
