About this opportunity
The City of Clovis, New Mexico has issued a Request for Proposal (RFP) 25-0709-01 for on-call property abatement and vegetation control services, specifically targeting mowing, weed abatement, and nuisance vegetation cleanup within city limits. The procurement focuses on contractors who can cut and remove overgrown grass, weeds, shrubs, and trees from both private and public properties, with specific requirements for vegetation exceeding 12 inches in height. Contractors must provide all necessary tools, equipment, safety gear, and materials, and will be responsible for lawful debris disposal. Mandatory pre-work training will be required to ensure contractor familiarity with city ordinances and policies. The proposal evaluation will be based on two primary criteria: overall company experience and demonstrated results (25 points) and budget approach/cost effectiveness (25 points), totaling 50 possible points. The RFP was re-released on August 28, 2025, with proposals due by 2:00 p.m. on September 11, 2025, and the contract term will span three years, not exceeding four years total.
The solicitation does not specify explicit set-aside designations or restrictions on responding organizations. The contract will be awarded on an as-needed, on-call basis with no guaranteed work volume or compensation. Contractors must maintain appropriate insurance coverage and comply with city, state, and federal regulations throughout the contract period. While no specific budget range is detailed, the RFP indicates the work will be performed on a task-order basis. Successful bidders will be expected to respond quickly to city service requests, perform high-quality vegetation management, and adhere strictly to municipal guidelines. The City of Clovis reserves the right to accept or reject any proposals and to waive any informalities in the solicitation process. Interested vendors who did not respond to the previous solicitation are encouraged to submit proposals under this updated RFP, which is focused solely on mowing and vegetation control services, excluding demolition and non-vegetative cleanup.
Opportunity text
This is a reissue of a previously advertised RFP. Vendors who did not respond previously are encouraged to review and submit under the updated solicitation. The City of Clovis reserves the right to accept or reject any or all proposals, and to waive any informalities or irregularities in the solicitation process. This is a reissue to fulfill the unmet portion of the original RFP scope. This RFP is a reissue of a previous solicitation for on-call property abatement services. The prior RFP included demolition and other nuisance-related services. Due to limited response for mowing and vegetation cleanup, the City of Clovis is issuing this revised RFP focused solely on mowing, weed abatement, and related vegetation control services. Demolition and non-vegetative cleanup services are not part of this RFP. Prior to commencing work, contractors will undergo a mandatory training session to ensure familiarity with city ordinances. Contractors will be required to perform work in a timely manner while providing satisfactory results. All workers shall adhere to City policies and staff instructions while performing duties as representatives of the City of Clovis.
