About this opportunity

The University of Connecticut is requesting qualifications for on-call Project Management Oversight Services under RFQ 013-OC.PMO30, with proposals due November 5, 2026 at 2:00 p.m. EST through the HuskyBuy Portal. The University encourages participation from small businesses (SBE), minority-owned businesses (MBE), woman-owned businesses (WBE), and disability-owned businesses (DisBE) certified by Connecticut's Department of Administrative Services, though participation is not restricted to these categories.

The scope encompasses program and project management, document control, records management, cost estimating, scheduling, construction inspection, and owner's representation across the Storrs main campus, regional campuses at Avery Point, Hartford School of Law, downtown Hartford, Stamford, and Waterbury, UConn Health locations in Farmington and satellite locations, and other University properties. Individual assignment values will not exceed $1 million per project. The Master Agreement will run from January 15, 2027 through October 31, 2030. No guaranteed minimum dollar value or number of assignments applies to selected vendors; the University reserves the right to make multiple awards and modify the contract as necessary.

Selection is quality-based. Preferred qualifications include a Professional Architectural Firm License or Professional Engineering Company License and at least one team member holding a Connecticut Architect or Professional Engineering license, LEED AP accreditation, or Construction Manager/Project Management Professional certification, but these are not required. Proposers must submit narrative descriptions of technical approach and quality assurance procedures, three examples of comparable projects completed within the past ten years, resumes for Senior Project Manager, Project Manager, and Cost Estimator, SEEC Form 10, an hourly rate form for time-and-materials compensation, and supplier diversity certification if applicable. Compensation is time-and-materials based. Questions are due October 22, 2026 at 2:00 p.m. EDT. Christopher Peters (860-486-6324, chris.peters@uconn.edu) is the procurement contact.
