About this opportunity

The County of San Mateo Parks Department is issuing Request for Proposals No. 2026-RFP-00392 for on-call professional consulting services in geotechnical engineering to support parks projects throughout San Mateo County. The procurement seeks a qualified contractor to provide comprehensive geotechnical engineering services on an as-needed basis, including slope stability evaluations, foundation design, site investigations, construction monitoring, erosion control measures, and preparation of geotechnical reports. Minimum qualifications require four years of similar services experience within the last seven years, an account manager with a minimum of two years of experience, a licensed California Professional Geotechnical Engineer on staff, and proof of not being excluded or debarred from the System for Award Management (SAM). The resulting agreement shall have an initial term of three years with one optional extension period not to exceed two years at the County's sole discretion. Evaluation will be points-based across four criteria: Firm Qualifications (40 points), Team Qualifications (25 points), Price Proposal (25 points), and Preferential Points (10 points), with the Price Proposal component requiring submission of a fee proposal for a geotechnical investigation example project involving soil borings to 20 feet depth at six locations, laboratory testing, and a comprehensive geotechnical report. The deadline for questions and contract exceptions is March 16, 2026 at 5:00 pm, proposals are due March 23, 2026 at 5:00 pm via the eProcurement portal, and no pre-proposal conference or site visit is scheduled.

San Mateo County applies local business and local non-profit preferences to this procurement, offering 5 percent additional preference points for local businesses or non-profits, 8 percent for those designated as Small Business or Non-Profit, and 10 percent for those designated as Micro Business or Micro Non-Profit. No incumbent vendors or existing contractors are identified in the procurement documents. This is an indefinite quantity on-call agreement with no guaranteed minimum or maximum order amounts or fixed contract value specified, meaning the contract value will depend on the actual scope and volume of services requested by the County on a task-order basis. Contractors selected must maintain comprehensive insurance coverage, including workers' compensation with statutory coverage, general liability insurance of $1,000,000 per occurrence, motor vehicle liability of $1,000,000, and professional liability insurance of $1,000,000. The contractor must comply with California prevailing wage requirements for public works projects, the San Mateo County Living Wage Ordinance, non-discrimination requirements, and all applicable federal, state, and local laws, with all work products becoming the exclusive property of the County upon completion.
