The scope covers inspection, diagnosis, service, maintenance, repair, installation, and replacement of plumbing, irrigation, and drain and septic systems at Eastern Oregon Youth Correctional Facility (Burns), MacLaren Youth Correctional Facility (Woodburn), Oak Creek Youth Correctional Facility (Albany), Jackie Winters Transition Program (Albany), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), Tillamook Youth Correctional Facility (Tillamook), Camp Florence Youth Transitional Facility (Florence), and Camp Tillamook Youth Transitional Facility (Tillamook). All prevailing wage projects must comply with Oregon Revised Statutes 279C.800 through 279C.870 and be paid at Bureau of Labor and Industries prevailing wage rates.
The cumulative not-to-exceed compensation for all awarded contracts is $250,000. The estimated contract term is two years with an option to extend for an additional five years. Quotes must specify an all-inclusive standard hourly labor rate, material markup percentage, and emergency after-hour labor rate if applicable. Emergency services are defined as any work provided outside 8:00 a.m. to 5:00 p.m., Monday through Friday, and holidays. Travel expenses, including mileage and lodging, are reimbursable based on State of Oregon rates and travel policy.
All contractor personnel will be escorted at all times within youth correctional facilities and must adhere to strict tool control and security protocols. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, and automobile liability insurance with combined single limits of $1,000,000.
