About this opportunity

The City of Wilmington, North Carolina, is soliciting sealed proposals for citywide on-call plumbing services, with proposals due November 12, 2026, at 3:00 p.m. The solicitation identifies no set-aside or preference program. The question deadline of October 19, 2026, has passed, and the City posted its responses by October 23.

Services cover inspection, maintenance, repair, installation, replacement, and troubleshooting of plumbing systems at City-owned facilities and other designated properties, including emergency response, drain cleaning, sewer line services, water heater repair, leak detection, fixture installation, backflow prevention assemblies, and preventive maintenance inspections. Work proceeds only under City-issued work orders, except in emergencies directed by the Contract Representative. Contractors must hold appropriate licenses, comply with applicable plumbing codes and OSHA regulations, and provide a 365-day workmanship warranty from date of service. Required submittals include three commercial references from work completed within the last year, proof of insurance, a vendor application if not already approved, an affidavit of non-collusion, and E-Verify compliance. Insurance minimums are $1,000,000 per occurrence for commercial general liability, $500,000 each for workers' compensation and employer's liability, and $1,000,000 per accident for business auto liability, with the City named as additional insured.

Pricing is unit-based, covering hourly labor rates for normal, after-hours, weekend, and holiday work, standard and emergency dispatch charges, material markup percentages, and equipment rental rates. Proposals must remain firm for at least 60 days. The contract carries no guaranteed minimum volume. The initial term is one year, with up to two additional one-year renewals by mutual agreement, and either party may terminate without cause on 30 days' written notice after the initial term.

Evaluation weighs quality, best value, and responsiveness. The City may negotiate final scope with the selected firm or move to the next most qualified firm if agreement cannot be reached.
