About this opportunity

The Coastal Bend Council of Governments (CBCOG) is requesting qualifications for on-call planning, resilience, and community development services on an Indefinite Delivery/Indefinite Quantity (IDIQ) basis, with Statements of Qualifications due August 31, 2026 at 9:00 AM CDT. This is a Qualifications-Based Selection (QBS) process in which fees are negotiated on a task-order basis following consultant selection, not submitted with the SOQ.

CBCOG seeks qualified firms and multidisciplinary consultant teams to provide planning and technical assistance supporting local, regional, state, and federally funded initiatives throughout the Coastal Bend region of Texas. The initial task order will focus on preparing a Comprehensive Plan for the City of Refugio, including existing-conditions assessment, public engagement, future land-use planning, housing analysis, economic-development planning, infrastructure assessment, resilience integration, and implementation-plan development. Additional task orders may be issued for other municipalities, counties, special districts, and regional initiatives as funding becomes available. Services may be funded through multiple sources including the Texas General Land Office, FEMA, TxDOT, Texas Water Development Board, USDA Rural Development, Economic Development Administration, Environmental Protection Agency, and state or local funding sources.

Minimum qualifications include demonstrated experience in comprehensive planning, community development, housing planning, economic-development planning, infrastructure planning, resilience planning, hazard-mitigation planning, GIS and analytics, or public engagement. CBCOG gives preference to firms with experience in rural communities, coastal communities, Texas municipalities, and projects funded by the GLO or FEMA.

The aggregate value of all task orders issued under this contract shall not exceed $1 million, though this amount is not guaranteed and represents only the maximum potential contract capacity. The initial contract term is three years with options to renew for up to two additional one-year periods at CBCOG's sole discretion. CBCOG reserves the right to select one or multiple firms and will base task-order assignments on qualifications, expertise relevant to the specific task order, capacity, and funding-source requirements. SOQ openings are scheduled for 3:00 PM on August 31, 2026, and selection decisions will be notified by 5:00 PM on September 18, 2026.
