About this opportunity
San Bernardino County Department of Public Works – Special Districts is requesting qualifications for on-call pipeline maintenance and repair services across San Bernardino County service areas, with proposals due August 24, 2026 and questions due August 10. This is a pre-qualified contractor list procurement under RFQ No. SDD-034 / SPD126-SPDAD-6442. California prevailing wage requirements apply to all work performed; contractors must comply with California Labor Code sections 1770 et seq., including mandatory wage determinations, certified payroll reporting, apprenticeship requirements (minimum one apprentice hour per five journeyman hours), and Cal/OSHA safety standards.
Services encompass routine and emergency maintenance and repair for water and wastewater pipelines, including transmission mains, distribution lines, force mains, service lines, fire hydrants, and valves; leak detection; emergency stabilization; temporary and permanent surface restoration; traffic control per California Manual on Uniform Traffic Control Devices; system disinfection and flushing; and sewer bypass and spill response. The service territory spans multiple County Service Areas, Big Bear Valley Recreation and Park District, Bloomington Recreation and Park District, Regional Parks, airports, and other county facilities throughout San Bernardino County (geographic locations specified in Exhibit C and mapped in Exhibit D).
Contractors must hold a valid California Class A General Engineering License, Class C-34 Pipeline License, or Class C-42 Sanitation Systems License and maintain Department of Industrial Relations registration. The maximum five-year contract value is $2,000,000 per awarded contractor with no guaranteed minimum work volume. Compensation is determined on a per-project negotiated-fee or time-and-materials basis using the contractor's pre-approved fee schedule. Work assignments are issued via individual Request for Bids (RFBs) with task orders awarded to the lowest responsive and responsible bidder, though the County reserves the right to select based on timeline, geographic location, licensing, or specialization. Insurance requirements include general liability ($1,000,000 minimum), workers' compensation per California Labor Code, automobile liability ($1,000,000–$2,000,000 depending on passenger transport), and cyber liability ($1,000,000 per occurrence). A non-mandatory proposal conference is scheduled for July 29, 2026 at 10:00 a.m. via Microsoft Teams. Award is tentatively scheduled for September 2026, with performance through June 30, 2031.
