About this opportunity
Stafford County, Virginia is soliciting bids on one or more Job Order Contracts for on-call pavement restoration services countywide at various County facilities and for the Department of Utilities, with bids due September 24, 2026 at 2:00 PM via eVA and public opening at 2:30 PM the same day.
Bidders must demonstrate a minimum of five years of experience in asphalt and concrete construction services completed before January 1, 2026, and hold appropriate Virginia contractor licensure scaled to bid amount: Class A for bids of $120,000 or more, Class B for $10,000–$119,999, or Class C for $1,000–$9,999. Contractors must self-perform at least 60 percent of work. The scope encompasses general site work, asphalt restorations, concrete restorations, universal items, emergency items, and labor and equipment for water and sewer infrastructure pavement restoration. Work is performed during regular business hours and on an emergency basis; emergency notifications require response within 24 hours and declared state emergencies within two hours.
The base contract term is one year from execution, with options for up to three additional one-year renewal periods, for a maximum total of four years. Individual work orders are fixed-price based on pre-established unit prices from the Pricing Schedule, with estimated quantities typically between $10,000 and $100,000, though individual work orders shall not exceed $1,000,000 per Virginia Public Procurement Act limits. Performance and Labor and Material Payment Bonds equal to 100 percent of the work order sum are required for work orders of $100,000 or more. Price escalation at renewal is limited to the lesser of 3 percent or the annual Construction Cost Index increase; the County retains the right to renegotiate reductions at any time. Contractors must comply with Virginia Department of Transportation Road and Bridge specifications and Stafford County Department of Utilities Water and Sewer Design Standards Manual. Questions are due September 15, 2026 by 2:00 PM. The County reserves the right to award contracts to up to three contractors to establish a pool.
