About this opportunity

The Sacramento County Water Agency is seeking bids for an On-Call Pavement Restoration Project for 2022-2024, covering pavement maintenance and repair services within Sacramento County. The contract (Contract No. 4555) requires a General Engineering Contractor (Class A) or Class C-12 Earthwork and Paving Contractor license, with work involving grinding and restoring pavement areas, removing temporary asphalt patches, compacting aggregate base, placing hot mix asphalt concrete, sealing asphalt, cleaning and sealing cracks, and replacing street markings. The project encompasses approximately 10-20 repair sites per month between March and November, with contractors expected to complete listed sites within 30 calendar days and not working more than 8 hours per day. The bid submission deadline was February 10, 2022, at 2:00 pm, with electronic responses required through the Sacramento County Electronic Bidding Portal. Key qualifications include registration with the California Department of Industrial Relations, compliance with prevailing wage requirements, and adherence to COVID-19 safety protocols. Evaluation will consider bid pricing, with unit pricing for various restoration and repair services, and contractors must provide a bid guarantee of at least 10% of the total bid.

The project has an estimated construction cost of $2,490,000 and includes a $100,000 allowance within the bid schedule. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. Successful bidders will be required to execute payment and performance bonds for 100% of the contract price and must comply with additional requirements including the Iran Contracting Act and submission of a non-collusion declaration. The contract term runs from the date of authorization until December 27, 2024, with liquidated damages set at $500 per calendar day for project delays. The project is categorically exempt from environmental review under Section 15301, Class 1, as it occurs within existing road rights-of-way and does not require removal of structures or vegetation. Bidders must submit bid guarantees in the form of a bid bond, certified check, or cashier's check, demonstrating financial capability to perform the required pavement restoration services.
