About this opportunity
The Housing Authority of the City of Hartford is soliciting on-call armed and unarmed mobile and foot patrol security services at various Authority properties, with proposals due September 3, 2026 and questions due August 27, 2026. The Authority reserves the right to make one or multiple awards based on price and other evaluation factors.
Respondents must hold valid Connecticut unarmed security guard licenses under Conn. Gen. Statute Chapter 538, Section 29-161g, with armed personnel required to possess the Connecticut Firearms Permit Endorsement Class 1 (Blue Card). The contract is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring compliance with employment and contracting opportunities for low-income and very low-income persons; respondents must submit Section 3 Contractor Compliance Commitments.
The scope encompasses uniformed security services at different experience and expertise levels across multiple Authority properties, including scattered sites, towers, and apartments throughout Hartford. Services are provided on an as-needed basis with personnel available for armed and unarmed mobile patrol, standing foot patrol, and hourly assignments. Respondents are required to conduct independent site inspections of specified Authority locations; no pre-response conference has been scheduled.
This is an indefinite delivery, indefinite quantity contract with no guaranteed minimum work assignment. The initial term is three years, with the Authority retaining options to extend for two additional one-year periods at prices initially quoted, provided 90 days' written notice is given. Pricing must be submitted as separate net hourly rates for armed and unarmed personnel, on-call mobile patrol spot checks, vehicles, and standing foot patrol services, including holiday rates. All pricing must remain firm for the initial three-year term, with price adjustments permitted only during a 30-day period following extension-intent notice and only when supported by documented market data. Bonds are not required. Contract award is anticipated for the week of September 7, 2026. The contract is contingent on continued federal funding availability; the Authority may cancel if funds become unavailable, with contractors paid only for satisfactory services through the cancellation date.
