About this opportunity

The Town of Berlin, Connecticut is requesting proposals for on-call masonry services from qualified, independent firms, with proposals due June 25, 2026 at 2:00 p.m. The contract runs two years from July 2026 through June 2028 with renewal options; the Town reserves the right to select one or more firms.

Proposers must demonstrate three years of relevant experience performing masonry services for Connecticut municipalities of similar size and hold current Connecticut masonry licensure. Required qualifications include a documented internal control environment, a business continuity plan, and compliance with all applicable federal, state, and local laws. Insurance requirements are Worker's Compensation, Comprehensive General Liability at not less than $1,000,000 per occurrence, Professional Liability of $1,000,000, Umbrella Liability of $1,000,000, and Comprehensive Automobile Liability of $1,000,000.

Pricing must include all labor, materials, travel, mileage, truck fees, and miscellaneous charges on a per-hour or per-mile basis as specified in the RFP pricing table. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in proposed prices. Proposals must be submitted electronically through the Town's e-Procurement Portal at https://procurement.opengov.com/portal/berlinct.

The Town will evaluate proposals on proposer experience, responsiveness to RFP requirements, references, and fee competitiveness, though price is not the sole award criterion. Proposals remain valid for 60 days following opening. Questions are due June 18, 2026 at 4:30 p.m. No site visit or bidders conference is scheduled.
