About this opportunity
The City of Thornton, Colorado is requesting proposals for on-call landscape construction services under an open-ended General Service Agreement (Project No. 324-26), with sealed proposals due October 28, 2026 at 3:00 p.m. local time. The City reserves the right to award multiple service providers and makes no guarantee of minimum work volume.
The scope encompasses grading, earthwork, landscaping, irrigation systems, water line installation or repair, sewer line installation or repair, fence installation, sound barriers, retaining walls, guard rails, and related infrastructure maintenance across multiple City departments on an as-needed basis. Service providers must respond to emergency situations within forty-eight hours of notification and maintain twenty-four hour, seven-day-per-week availability.
The agreement commences January 1, 2027 and terminates December 31, 2032. Compensation is structured according to a Schedule of Charges and may utilize time and materials billing, unit pricing, lump sum pricing, or sealed bid competitions for individual task assignments. Service providers must submit detailed cost documentation including burdened billable hourly rates by personnel category, owned equipment rates, and markup percentages for insurance, bonds, and overhead and profit. Billable rates remain fixed for the initial twelve-month term, with future increases capped at the Denver-Boulder-Greeley Consumer Price Index. The City withholds five percent retainage on task assignments valued above $50,000 until work completion and acceptance.
Service providers must maintain Workers' Compensation, Commercial General Liability with minimum limits of $2 million per occurrence and $4 million aggregate, and Automobile Liability with $1 million combined single limits, with the City named as additional insured. The City evaluates proposals based on responsiveness, firm responsibility and financial capacity, experience with municipal projects, key personnel qualifications, references, and billable hourly rates and markup percentages — with qualifications and experience weighted substantially greater than pricing. Questions are due in writing at least ten calendar days prior to the proposal deadline. Proposals may be submitted electronically through BidnetDirect.com or in physical form at City Hall, 9500 Civic Center Drive, Thornton, Colorado 80229-4326.
