About this opportunity

Tualatin Valley Fire & Rescue (TVF&R) is requesting quotes for on-call Heating, Ventilation, and Air Conditioning (HVAC) services for its 34 fire stations, with quotes due November 2, 2026 at 8:00 a.m. under RFQ issued October 15, 2026. TVF&R plans to award up to three Price Agreements on an as-needed basis.

The scope encompasses scheduled maintenance, emergency response, diagnostic services, repairs, component replacement, and minor system upgrades across rooftop units, Variable Refrigerant Flow systems, split-system units, heat pumps, furnaces, air handling units, Variable Frequency Drives, make-up air units, exhaust and ventilation systems, Variable Air Volume systems, fan coil units, boilers and controls, mini-split systems, chillers, HVAC control systems, thermostats, building automation system interface components, and air filtration systems.

Awardees must hold current Oregon HVAC licenses and EPA refrigerant certifications, maintain comprehensive general liability insurance of $2,000,000 per occurrence and $4,000,000 aggregate, and provide workers' compensation coverage. Contractors must provide 24/7 emergency response capability with a four-hour on-site response commitment for emergency failures at occupied facilities.

Pricing will be evaluated on unit labor rates (HVAC Service Technician, Journeyman Technician, Controls Technician, and Apprentice Technician), premium rates for overtime, weekend, and holiday work, emergency call-out fees, materials markup, equipment markup, subcontractor markup, and applicable travel charges. Task orders exceeding $50,000 are subject to Oregon BOLI Prevailing Wage Rate requirements for Region #2, and a $30,000 Public Works Bond is required for such projects. Task orders over $100,000 require TVF&R Board approval.

The initial contract term is one year with options to extend annually for a total potential term of five years. Anticipated first task order date is November 18, 2026. A non-mandatory pre-quote conference is scheduled for October 21, 2026 at 8:00 a.m. via Microsoft Teams. Task orders will be distributed among awarded contractors on a rotating basis aimed at equalizing total dollar value over the agreement term, subject to contractor availability, specialized expertise, and performance history.
