About this opportunity

The University of Connecticut is soliciting qualifications for an on-call hazardous material industrial hygiene assessment program under RFQ 004-OC.HAZMAT30, with questions due November 5, 2026 at 2:00 p.m. and proposals due November 19, 2026 at 2:00 p.m. through the HuskyBuy Portal. The selection uses Quality-Based Selection with no guaranteed dollar values or assignment commitments, and the University reserves the right to make multiple awards. The University encourages participation from Small Businesses, Minority-Owned Businesses, Woman-Owned Businesses, and Connecticut-based companies, and a Supplier Diversity Certificate is required if applicable.

Scope covers hazardous material assessments, remediation project monitoring, industrial hygiene consulting, indoor air quality assessments, and training programs across the Storrs main campus, the Avery Point, Hartford, Stamford, and Waterbury regional campuses, and UConn Health facilities in Farmington. A current Connecticut Asbestos Consultant License is required, and a Connecticut Lead Consultant License is preferred. At least one proposed team member should hold an OSHA HAZWOPER Certificate, Certification in Industrial Hygiene, or Council Certified Mold Consultant credential. Submissions must include resumes for key personnel, three relevant project examples from the past ten years, hourly rate forms for all-inclusive compensation, and a SEEC Form 10 acknowledgment.

The Master Agreement runs from May 1, 2027 through October 31, 2030. Existing on-call contractors must submit new qualifications because current contracts expire April 2027 and do not renew automatically. Individual assignment values will not exceed $1 million. Compensation may be structured as lump sum fixed fees, phased lump sum fees, or estimates based on contracted hourly rates, set after scope discussions and cost agreement between the University and the selected company. Payment terms are Net 30 Days, with delivery terms Free On Board Destination.

Christopher Peters is the point of contact at the University of Connecticut, 3 Discovery Drive, Storrs, CT 06269, telephone 860-486-6324, or chris.peters@uconn.edu.
