About this opportunity
The Missouri Department of Transportation (MoDOT) Northeast District is seeking bids from trucking companies to provide on-call bulk hauling services for moving materials between facilities across 17 counties in Northeast Missouri. This Invitation for Bid (IFB605NE20000615) is a multiple-award contract for as-needed hauling of bulk materials such as sodium chloride (salt), aggregates, premix, haydite, sand, and cinders. Vendors must submit county-specific bid rates that include a flat-rate mobilization fee and a per-mile hauling rate. The contract period runs from September 2019 through August 31, 2020, with vendors pre-qualified to provide services when needed. The bid submission period is from August 30, 2019, to September 18, 2019, at 2:00 PM CDT. MoDOT will select the lowest and best bidder for each hauling request based on the county-specific rates and estimated mileage. Vendors can submit revised pricing on the last Monday of each month, with updated rates taking effect on the first day of the following month.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE participation. Service-disabled veteran-owned businesses may also receive a preference. Vendors must be registered in the MissouriBUYS system to participate and review all terms and conditions. There are no specific set-aside requirements or incumbent vendors mentioned in the documentation. The contract does not guarantee a minimum amount of work, as services will be utilized strictly on an as-needed basis. MoDOT will allow 30 minutes for loading and unloading without additional charges, with demurrage fees of $60 per hour applied for delays caused by either party. Payment terms are net 30 days, with full payment made after completion of hauling work and receipt of a correct invoice. While no specific budget range is provided, the contract is structured to accommodate various hauling needs across the 17 counties in the Northeast Missouri district.
