About this opportunity
Los Angeles County Public Works is requesting proposals from qualified firms to provide on-call geotechnical professional and technical services for federally funded and non-federally funded projects throughout the County, with proposals due November 10, 2026 at 5:30 p.m. The County intends to award contracts to two firms through a qualifications-based competitive process.
Mandatory qualifications include valid California-issued Professional Engineer, Geotechnical Engineer, Professional Geologist, and Certified Engineering Geologist licenses held collectively by the prime firm's direct employees; three years of geotechnical services experience within the last ten years; a local office in Los Angeles County; and a demonstrated history of responsible contracting. Proposers must register on the County's "Do Business With Public Works" website, comply with prevailing wage requirements for applicable public works projects, federal contract provisions, community workforce agreement terms, and County compliance certifications.
Each selected contractor will be awarded an aggregate not-to-exceed amount of $5 million, with a combined program total of $5 million to be allocated across all awarded agreements at the County's sole discretion. The County does not warrant that any portion of the program amount will be expended or that any contractor will be authorized to perform work of any specific monetary value. The contract term is three years from the date of full execution, with the County retaining the right to extend the agreement for up to two additional one-year periods, for a maximum total term of five years. Contractor rates must remain firm and fixed for the entire contract term, with no cost-of-living adjustments permitted. The County will not pay markups on subcontractor services or employee labor included in the original proposal, and contractors must obtain prior written permission to use subcontractors not identified in their initial proposal. No work will commence until the County issues a Notice to Proceed.
An optional virtual proposers' conference will be held on October 20, 2026 at 2:00 p.m. Written questions are due October 27, 2026.
