About this opportunity

The City of Modesto is requesting qualifications for an On-Call Geotechnical Engineering Services list to select up to three consulting firms, with statements of qualifications due September 22, 2026 at 5:00 p.m. Pacific Time.

Services span subsurface characterization, soil permeability and infiltration testing, slope stabilization, bearing capacity evaluation, excavation and backfill recommendations, retaining wall design, pavement section design, seismic response analysis, and earthwork design for Capital Improvement Program and utility infrastructure projects including water and sewer pipelines, roadways, lift stations, water storage tanks, drainage basins, buildings, and wastewater treatment facilities. All work must be performed under the responsible charge of a California-licensed Geotechnical Engineer and Civil Engineer.

Compensation does not exceed $100,000 per year per consultant, with a maximum not-to-exceed of $300,000 per consultant over the initial three-year term. Agreements carry an initial three-year term with options for two additional one-year extensions. Work is authorized through project-specific Task Orders billed either on time-and-materials at hourly rates or lump-sum fixed-fee basis as specified in each Task Order. Selection does not guarantee minimum work or compensation. The City reserves the right to perform services with staff, procure services separately, or terminate agreements at its discretion.

Evaluation uses weighted scoring: experience (50 points), analysis and approach (15 points), and general qualifications including geographic proximity, availability, responsiveness, specialty services, and firm reputation (35 points).

Requests for clarifications are due September 10, 2026. Interviews are anticipated in October 2026, with City Council approval expected in December 2026 and notice to proceed thereafter. Consultants must comply with conflict-of-interest requirements, file Economic Interest Forms with the Fair Political Practices Commission, obtain a City business license, and maintain comprehensive insurance coverage as specified in agreement exhibits.
