About this opportunity
The City of Charlotte is issuing an Invitation to Bid (ITB) for On-Call General Contractor Services (AVIA 26-23) to support Charlotte Douglas International Airport. The procurement seeks qualified general contractors to provide task-based miscellaneous small construction and repair projects, each estimated at less than $30,000 in value, encompassing the full spectrum of common construction trades including new construction, demolition, renovations, interior fit-outs, site improvements, and facility and pavement maintenance and repair. Successful bidders must submit unit prices for twelve known labor categories (superintendent, general laborer, painters, drywall finishers, carpenters, plumbers, HVAC technicians, equipment operators, masonry technicians, floor installation technicians, concrete/asphalt technicians, and mobilization) plus any alternate labor categories as applicable. The contract is a three-year term agreement with the city reserving the right to award up to four lowest responsive and responsible bidders, and contractors must be prepared to reply and begin work on a timely basis when directed through individual task assignments. Key dates include a pre-bid conference on March 19, 2026, at 10:00 AM EST via Microsoft Teams (strongly encouraged but not mandatory) and a bid due date of April 7, 2026, at 2:00 PM EST, with bid opening also via Teams on the same date. Contractor qualifications must include commercial general liability insurance of $1,000,000 per occurrence (or $5,000,000 for Air Operations Area work), vehicle liability of $1,000,000 (or $5,000,000 for AOA work), worker's compensation insurance, E-Verify compliance, immigration compliance, and Title VI civil rights assurances, with liquidated damages of $500 per 15-minute increment assessed for failure to achieve substantial completion or interference with concourse tenant operations in terminal areas.
This federally funded contract through the Airport Improvements Program (AIP) is subject to FAA requirements and security credentialing standards. While no specific set-aside restrictions are identified for disadvantaged enterprises, the City of Charlotte has established a non-binding aspirational Charlotte Business Inclusion (CBI) goal of 16% for minority-owned, women-owned, and small business enterprises located within the Charlotte Combined Statistical Area. No incumbent vendors or current contractors are listed in the solicitation documents. The contract does not specify a total award value or budget range; rather, compensation will be determined on a task-by-task basis with individual projects capped at less than $30,000 per assignment. Bids must include North Carolina sales tax in pricing, and the city reserves discretion to supply some, none, or all materials required for specific tasks, meaning contractor pricing should account for this variability.
