About this opportunity

The City of Thornton, Colorado is requesting proposals for on-call general civil construction and pipeline maintenance services under a five-year General Service Agreement with proposals due October 14, 2026 and a pre-proposal conference on September 30. Thornton intends to award multiple service providers; no minimum work is guaranteed to any awardee.

The scope encompasses general civil construction, water and sewer line installation or repair, irrigation ditch work, stream or culvert cleaning and rehabilitation, grading, earthwork, riprap installation, concrete structure repair, fencing and guard-rails, sound barriers, retaining walls, underground location services, pipe boring and micro-tunneling, water treatment plant equipment services, reservoir dewatering and repairs, reservoir leak testing, general painting services, bridge painting and repairs, stormwater control measure installation and maintenance, and hydraulic modeling services. Proposers must include pricing for underground drainage pipe cleaning across three existing major undrain systems. Contractors may provide pricing for any work pertinent to their firms and are not required to quote work they cannot perform.

To be minimally qualified, proposers must be registered with the Colorado Department of State in their area of expertise, licensed at the Master-craftsman level, bondable, insured, and maintain an excellent safety rating, with at least fifteen projects of similar complexity completed in the Colorado Front Range corridor within the past three years. Commercial General Liability insurance must provide minimum limits of $2,000,000 per occurrence and $4,000,000 aggregate; Automobile Liability of $1,000,000; Workers' Compensation; and Professional Liability Insurance of $2,000,000 if performing professional services, with Thornton named as additional insured.

Compensation may be computed using Time and Material, Lump Sum Bid, Unit Price Bid, Design Build, or combination thereof. Annual rate adjustments are permitted but limited to the Engineering News Record's Construction Cost Index. Evaluation criteria prioritize responsiveness, firm responsibility and financial capacity, experience with municipal agencies, key personnel qualifications, reference checks, billable rates and markups, and in-house capabilities. Questions must be submitted in writing to Andrew Villarreal, Contract Administrator, at least ten calendar days prior to proposal deadline. The agreement commences on the Effective Date and terminates December 31, 2031, governed by Colorado law with venue in Adams County District Court.
