About this opportunity
The Oregon Youth Authority Procurement Unit is requesting quotes for on-call fence installation, maintenance, and repair services at nine youth correctional facilities and transitional programs throughout Oregon, with quotes due June 11, 2026 at 12:00 p.m. PST. The cumulative contract value shall not exceed $250,000.
Facilities served are Eastern Oregon Youth Correctional Facility (Burns), MacLaren Youth Correctional Facility (Woodburn), Oak Creek Youth Correctional Facility (Albany), Jackie Winters Transition Program (Albany), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), Tillamook Youth Correctional Facility (Tillamook), Camp Florence Youth Transitional Facility (Florence), and Camp Tillamook Youth Transitional Facility (Tillamook). Offerors must identify which facilities they are willing to serve; award may be made to one or multiple offerors providing best value as solely determined by OYA. All work is performed within youth correctional facilities where contractors are escorted at all times and must adhere to strict tool control and security protocols.
Pricing must include an all-inclusive standard hourly labor rate, material markup percentage, and an emergency after-hours labor rate if applicable (emergency hours defined as any services outside 8:00 a.m. to 5:00 p.m., Monday–Friday, excluding holidays). Mileage, lodging, and travel expenses are reimbursed per State of Oregon rates and travel policy in effect at time of incurrence. All prevailing wage projects must comply with Oregon Revised Statutes 279C.800–279C.870 and current Bureau of Labor and Industries prevailing wage rates.
Contractors must maintain workers' compensation insurance with employers' liability coverage of at least $500,000; commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 annual aggregate; and automobile liability insurance of at least $1,000,000 combined single limit. Criminal records checks and child abuse registry checks are required for any individuals with direct contact with youth, updated every five years.
The initial contract term is two years with an option to amend for up to an additional five years. Submit quotes via email to Riley Dunagan at Riley.D.Dunagan@oya.oregon.gov. OYA reserves the right to reject all quotes, cancel the RFQ, conduct separate solicitations, or award project-specific contracts independent of this procurement. No protests are permitted.
