About this opportunity

The City of Rensselaer Department of Public Works is requesting proposals for on-call emergency repair services for roadways, water, sanitary sewer, and storm drainage infrastructure under RFP DPW 2026-01, with proposals due September 30, 2026 at 3:30 PM at City Hall. The City may select multiple contractors from the preferred list and intends to award a one-year Master Agreement with an option to extend for an additional one-year term by mutual agreement.

Services include emergency excavations, water main repairs (2-inch to 16-inch diameter, with 30-inch jointly-owned mains), sanitary sewer repairs (6-inch to 30-inch diameter, depths to 20+ feet), and roadway repairs. Selected contractors must respond to emergencies within one hour of notification and provide 24-hour service including weekends and holidays. Contractors must own appropriate equipment and maintain qualified personnel capable of below-grade work.

Pricing is structured on a Time and Material basis for emergency work and a Quick Quote Form basis for on-call work. Labor rates are submitted on Schedule A (general laborers, forepersons, and operating engineers at regular, overtime, and double-time rates). Equipment costs are on Schedules B1 (basic crew equipment) and B2 (additional contractor-owned equipment). Materials are billed at cost plus 15 percent, specialty contractors at cost plus 5 percent, and equipment rental uses Blue Book Weekly/40-hour rates.

Contractors must comply with New York prevailing wage requirements (PRC #2022003462) and maintain a surety bond, liability insurance with a $1,000,000 minimum combined single limit, and pollution liability insurance with a $5,000,000 minimum combined single limit. Selection criteria include contractor performance history, ability to provide qualified personnel, and overall cost effectiveness of the basic crew cost proposal.

Previous contract awardees include American Evergreen LLC, Wm J. Keller and Sons Construction, Peter Luizzi and Bros. Contracting, and Micheli Contracting Corp. Questions are due September 28, 2026 at 12:00 PM. Three sealed proposal copies in 8.5" x 11" format are required.
