About this opportunity
City of Seattle Finance and Administrative Services, Capital Development Division, is seeking qualifications for two on-call consultant contracts for elevator assessment, modernization or replacement, and construction administration services, with a non-mandatory pre-submittal conference on November 5, 2026 and qualifications due November 19, 2026 at 2:00 p.m. Questions are due November 12, 2026 at 5:00 p.m. through the City's e-procurement portal.
Respondents must meet three minimum qualifications: completion of at least three elevator assessment, modernization, or replacement projects within the last ten years; three references from previous clients within the last ten years; and lead team members located within fifty miles of downtown Seattle. All proposers must comply with Seattle Municipal Code Chapter 20.42 on Women and Minority Business Enterprise (WMBE) participation, submit an inclusion plan with meaningful and attainable goals, and maintain equal benefits provisions.
The scope covers feasibility assessment reports, preliminary engineering, design-phase services, and construction administration for approximately 120 city-owned buildings. Analyses span architectural, elevator, vertical conveyance, HVAC, plumbing, electrical, fire alarm, structural, sound/noise, accessibility, and cost considerations.
Contracts are valid through 2031. Work is authorized through letters of authorization that specify negotiated scope, fees, and completion timelines, with compensation based on negotiated hourly rates or lump sums. No guaranteed utilization is offered, and the City reserves the right to make multiple or partial awards or supplement with other contract sources. Respondents must obtain a Seattle Business License and a Washington State business license before contract execution.
Evaluation weights consultant team qualifications at 35 points, demonstration of quality and relevant work at 35 points, professional practice approach at 10 points, and WMBE inclusion plans at 20 points. Interviews, if conducted, add 100 points and are estimated for the week of November 30 through December 4, 2026.
