About this opportunity
The City of Fitchburg, Massachusetts is seeking bids for on-call electrical maintenance and repair services across municipal and school facilities, with proposals due September 29, 2026 and up to three awards anticipated. This is an on-call indefinite-quantity vehicle subject to prevailing wage requirements under Massachusetts Department of Labor Standards.
Contractors must hold a valid Massachusetts electrical license, demonstrate at least five years of relevant electrical trade experience, directly employ a minimum of two full-time licensed electricians, maintain two service trucks stocked with supplies, operate a 24/7 emergency response phone line, and carry general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile liability coverage of $1,000,000 per person. All work requires one-year warranty on labor and materials. Scope covers electrical maintenance and repair across all municipal electrical systems — fixtures, lighting, cabling, outlets, wiring, and associated components — at 28 facilities including fire and police departments, libraries, city hall, public works facilities, schools, and water treatment plants. The service area encompasses Worcester County and Fall River City jurisdictions.
The City has set MBE and WBE participation goals of 4.2 percent and 8.8 percent respectively, with workforce participation goals of 6.9 percent women workers and 15.3 percent minority workers. The estimated annual contract value is $150,000. The initial term runs one year from award through September 30, 2027, with the City retaining sole discretion to renew in one-year increments for a total period not exceeding five years. A 50 percent payment bond is required for projects costing less than $50,000.
Bidders must submit separate hourly rates for normal business hours (Monday–Friday 7:00 a.m.–5:00 p.m.) and nights/weekends, with a materials markup percentage included. Questions are due in writing by September 18, 2026. Award will be made to the lowest responsible and eligible bidders within thirty business days of bid opening. Addendum No. 1 extended the due date from September 24 to September 29, 2026.
