About this opportunity
The Pennsylvania Department of Military and Veterans Affairs (DMVA) is soliciting bids for on-call dock leveler services at Fort Indiantown Gap in Annville, Lehigh County, with bids due November 4, 2026. The solicitation is an Invitation for Bids evaluated on a lowest responsive and responsible bidder basis, submitted electronically through the Commonwealth's SRM system. A mandatory Worker Protection and Investment Certification under Executive Order 2021-06 applies to all state contracts, and a false certification triggers termination and three-year ineligibility to bid on state contracts under 62 Pa. C.S. 531.
Service calls require a response within 48 hours of initial contact by telephone or reliable answering service. Routine repairs and inspections run Monday through Friday, 7:00 a.m. to 3:00 p.m., and emergency repairs outside those hours require pre-approval from the DIM Installation Maintenance Manager. Contractor personnel must pass Pennsylvania resident background checks or FBI checks for non-residents of less than two years, complete NCIC security checks, present valid U.S. government-issued identification, and comply with Fort Indiantown Gap access control and facility security protocols. Certifications are required before service begins and annually thereafter. Subcontracting is permitted only for subcontractors holding the same qualifications and pre-approved by DMVA within 30 days of award. DMVA may remove personnel whose performance falls short.
Parts, materials, and supplies are billed at cost plus 10% markup. Travel time and time spent obtaining parts are non-billable. Work beyond normal hours requires pre-approval from the Facilities Operations Administrator 1. Invoices must itemize hours and parts and be submitted within two weeks of job completion. Payment is made by ACH within 30 days of a proper invoice. The contract runs a three-year initial term with two optional one-year renewals, and DMVA may extend the term up to 90 days. Pricing must be firm, and the contractor must register in Pennsylvania's Vendor Master file and maintain separate billing accounts with each using agency. Equipment must be new or remanufactured with a one-year warranty.
Questions must be submitted in writing to the Issuing Officer, with responses posted as addenda. No pre-bid conference is scheduled. Contracting Officer Pamela Fessler, Procurement Specialist 2, and program point of contact Craig Hasenauer, Facilities Operations Administrator 1, are named in the Statement of Work.
