About this opportunity

The Town of Manchester, Connecticut, is soliciting sealed bids for an On-Call Culvert Cleaning and Inspection contract (Bid No. 23/24-98) to be received via the Town's eProcurement Portal until 11:00 am on Friday, May 24, 2024. The procurement seeks a contractor to perform comprehensive storm drainage system maintenance, including cleaning, removing, and disposing of sludge, dirt, gravel, roots, grease, and other debris from existing drainage infrastructure such as culverts, manholes, catch basins, and drop inlets. The work also encompasses televising and digitally recording storm drain systems using closed-circuit television (CCTV) inspection units. The contract term will run from the date of award up to August 31, 2025, with an option to extend on an annual basis for two additional one-year periods. The bid includes unit pricing for routine and emergency cleaning and video inspection services, specifically covering 20 full-day routine inspections, 10 extra routine hours, 5 full-day emergency inspections, and 5 extra emergency hours. Bidders must provide a 5% bid bond and submit various certifications including non-collusion and conflict of interest affidavits.

The procurement includes specific set-aside provisions for Disadvantaged Business Enterprises (DBEs), with contractors required to demonstrate commitment to DBE participation and follow Connecticut Department of Transportation guidelines. Only certified DBE firms will be approved for work in their certified areas, with specific provisions such as DBE trucking firms needing to self-perform at least 30% of their contract value. The contract is subject to the Town of Manchester's Living Wage Ordinance, which requires covered employers to pay a living wage of $15.34 per hour with comprehensive health care benefits or $23.35 per hour without. Price adjustments will be made annually based on the U.S. Bureau of Labor Statistics Consumer Price Index. While no specific budget range is explicitly stated, an estimated $2,500 is allocated for uniformed police officers, and the contract includes provisions for labor and materials payment bonds. Additional compliance requirements include federal labor standards, non-discrimination provisions, and adherence to specific safety and workplace regulations, including a mandatory 10-hour OSHA Construction Safety and Health Course for eligible projects.
