About this opportunity

North Texas Municipal Water District (NTMWD) is seeking proposals under RFP 27-117-P for on-call minor construction and repair services at its facilities and properties, with a pre-proposal meeting on November 11, 2026 at 10:00 a.m. Central. No set-asides or preferences apply. NTMWD will establish a pool of no more than five contractors for as-needed, project-specific work, including interior and exterior construction, doors and windows, building systems coordination, demolition and disposal, and emergency or unforeseen construction.

Contractors must carry Texas statutory workers' compensation, $1,000,000 per occurrence commercial general liability, $500,000 per accident or disease employer's liability, $500,000 combined single limit business automobile liability, and $1,000,000 professional liability. Contractors must respond to pricing requests within three business days, or after a site visit where applicable, and to emergency work within 12 hours of notification. Proposals are limited to 15 pages, excluding the cover letter, table of contents, disclosure statements, addenda, and resumes, and must be submitted electronically through the Bonfire portal.

Pricing uses each contractor's coefficients applied to RSMeans 2026 national average cost data, adjusted by the RSMeans City Cost Index. Separate coefficients apply to normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.) and emergency or after-hours work, and remain firm for the full contract duration. Individual purchase orders generally will not exceed $500,000, though NTMWD reserves discretion to issue larger orders. The initial term is one year from last signature, with four automatic one-year renewals on the same terms unless NTMWD gives 60 days' written notice of non-renewal. The total term may not exceed five years, and NTMWD may temporarily extend services for an additional 90 days.

Evaluation weights are Coefficients (40 points), Prior Experience Completing Similar Projects (25 points), Methodology and Approach (20 points), and Qualifications and Personnel Experience (15 points). NTMWD reserves the right to make multiple awards and to reject any or all proposals.

Written questions are due December 4, 2026 at 4:00 p.m. Central. Proposals are due December 17, 2026 at 2:00 p.m. Central, with the opening held via Webex immediately afterward. The listing's due date reads November 17, 2026, but the RFP controls with December 17. Contract execution is anticipated for mid-to-late December 2026.
