About this opportunity
The City of Hanford is requesting qualifications for on-call Construction Management services from up to four firms under an RFQ with proposals due September 16, 2026. The contract term is three years with an option for two additional one-year extensions, not to exceed five years total.
This is a multi-award vehicle for construction management, inspection, and related technical services on an as-needed basis. Scope includes pre-construction review, bidding phase support, construction management and administration, inspection services, project controls and reporting, contract administration, labor compliance monitoring, and project closeout activities across local, state, and federally funded public works projects.
For state and federally funded projects combined, the total amount payable to any individual consultant shall not exceed $6 million over three years (up to $2 million per year) without a signed amendment; locally funded projects are excluded from this cap. Compensation is based on hourly rates for each employee classification and shall include all overhead and indirect costs. Prevailing wage rates set by state and federal agencies apply to applicable trades, with the higher of the two standards prevailing.
Consultants must be registered with the California Department of Industrial Relations and possess current professional licenses as required by the California Business and Professions Code. The project is subject to Federal Highway Administration and Caltrans Local Assistance Procedures Manual requirements, Davis-Bacon wage standards, California prevailing wage regulations, and Disadvantaged Business Enterprise participation requirements.
Proposals must include sealed cost proposals in a separate envelope, to remain unopened until after qualifications review. The City will negotiate costs only with the top-ranked consultant; if negotiations fail, the process continues with the next-ranked firm. Questions are due September 2, 2026 at 4:00 p.m. Short-listed firms will participate in interviews and presentations on September 23, 2026, with contract award anticipated in October 2026 and commencement in November 2026. A non-mandatory informational teleconference was held August 26, 2026.
