Current Connecticut Professional Engineer licensure with a PE assigned as project manager is a mandatory qualification; respondents need not possess expertise across all listed disciplines (transportation, environmental, water resources, structural, and geotechnical) to be considered.

The contract term is three years with the possibility of extensions on an annual basis for up to two additional years based on satisfactory performance, with an effective date of December 1, 2026. The Town does not guarantee any minimum work volume or frequency of assignments. Pricing for individual projects will be negotiated on a case-by-case basis through hourly rates or lump sum agreements, with a maximum value of $99,999.99 per discrete project and a minimum final payment of $1,000 per project.

Respondents must demonstrate five years of prior experience providing responsive on-call civil engineering services to municipal clients, provide detailed resumes, submit hourly rate fee schedules, and acknowledge review of the Town's Code of Ethics. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Errors and Omissions Liability ($1,000,000 per claim / $1,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), statutory Workers' Compensation, and Follow-form Umbrella coverage ($2,000,000). The Town names itself as additional insured on all liability policies.

The selection process includes shortlisting by October 30, 2026, and interviews with top respondents scheduled for the week of November 2, 2026. A Zoom meeting will be held on the due date at which only respondent names will be publicly announced.
