About this opportunity
Charlotte Douglas International Airport (CLT), a department of the City of Charlotte, North Carolina, is seeking qualified firms to provide on-call business consulting services through this Request for Proposals (RFP). The primary focus of the engagement is to support the Airport's Business & Revenue Team within the Aviation Department, with emphasis on space optimization, property management, and revenue-related planning. Key deliverables and objectives include developing master leasing plans, conducting return-on-investment analyses, analyzing tenant and concession performance, creating space allocation scenarios, and providing conceptual layouts and recommendations for Airport-owned facilities. Proposers should demonstrate qualifications in commercial real estate consulting, airport operations, revenue management, and strategic planning. The submission timeline includes written questions due by April 30, 2026, with proposals due by 2:00 PM Eastern Time on May 19, 2026. An evaluation meeting is scheduled for June 8, 2026, with potential proposer interviews on June 15, 2026, followed by City Council approval tentatively scheduled for August 3, 2026. The contract will be awarded to the proposer determined most responsive to meeting the RFP requirements based on qualifications, experience, and pricing submitted via the e-bidding portal.
The procurement is subject to the Charlotte Business INClusion (CBI) Program, requiring compliance with minority, women, and small business enterprise utilization goals. All proposers must comply with Title VI civil rights requirements, federal and state nondiscrimination laws, E-Verify requirements, and prohibitions on contracts with companies investing in Iran or boycotting Israel. Proposers are required to obtain commercial general liability insurance ranging from $1,000,000 to $5,000,000 per occurrence depending on airport area access, worker's compensation meeting North Carolina statutory requirements, and automobile liability as applicable. Compensation will be based on all-inclusive hourly rates for on-call services submitted via the provided Excel pricing worksheet. The estimated initial contract value is $950,000, with a contract term of three years from the effective date and two optional one-year renewal periods. The contract is non-federally funded, and the estimated service start date will be determined following City Council approval.
