About this opportunity

The Missouri Department of Transportation (MoDOT) is seeking qualified organizations to provide on-call, as-needed tree trimming, tree and brush removal, and stump grinding services for the St. Louis District, which encompasses Franklin, Jefferson, St. Charles, St. Louis City, and St. Louis Counties. The contract requires vendors to supply a three-person crew with a bucket truck and truck/disc chipper capable of handling 10-inch limbs, with services focused on maintaining clear zone clearance, line of sight visibility, bridge access, and signage/CCTV visibility. Bidders must submit hourly rates for complete units (crew, truck, and chipper), as well as pro-rated costs for individual equipment and operators, and traffic control services if needed. The bid solicitation opened on November 15, 2023, with responses due by November 29, 2023, at 10:00 AM CST, and the initial contract term runs from the award date through November 30, 2024, with options to renew for two additional one-year periods. Evaluation will be based on the lowest and best responsive bid, with MoDOT reserving the right to make multiple awards and select vendors based on availability, pricing, and unit requirements.

MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business Enterprise (SDVE) vendors may also receive preference. The previous contract for these services spent $373,598.50, with historical hourly rates ranging from $195-$230 for complete units, $60-$90 for individual equipment/operators, and $190-$262 for traffic control. Contractors must comply with various requirements, including maintaining specific insurance coverage (minimum $500,000 per person/$4,000,000 aggregate general liability), adhering to OSHA safety standards, and following ANSI Z133.1 and A300 industry standards. Work is limited to off-peak hours between 9:00 AM and 3:00 PM Monday through Friday, and contractors will be responsible for debris removal and applying approved herbicide treatments. MoDOT reserves the right to request separate bids for projects estimated over $3,000 and may use the next lowest bidder if the primary vendor cannot perform within five business days.
