About this opportunity

Alameda County General Services Agency is requesting proposals for on-call roof maintenance, inspection, diagnostic, troubleshooting, and repair services covering 64 county-owned facilities under RFP No. 902780, with proposals due November 17, 2026 at 2:00 p.m. and written questions due October 21, 2026 at 5:00 p.m. The County intends to award a three-year contract with an option to renew for two years to a pool of up to two responsive and responsible bidders — a two-awardee vehicle. This is a public works project subject to prevailing wage and Department of Industrial Relations compliance.

Bidders must hold a valid California C-39 Roofing Contractor's license and demonstrate at least five years of experience providing on-call roof maintenance services. The scope covers routine bi-annual inspections following National Roofing Contractors Association standards, preventative maintenance, emergency leak repairs, and specialized services such as infrared thermography when authorized, across asphalt shingles, modified bitumen, built-up roofing, TPO, PVC, EPDM membrane, metal roofing, and tile systems — but excludes full or partial roof replacements. Bidders must provide 24/7 emergency on-call services with response times of two hours for Priority 1 critical emergencies and 24 hours for Priority 2 standard emergencies.

Non-certified SLEB (Small Local Emerging Business) bidders must demonstrate at least 20 percent SLEB participation of the total estimated bid amount. Certified SLEBs receive bid preferences up to 10 percent; local businesses within Alameda County receive preferences up to 5 percent. Pricing is evaluated on the County's provided Excel bid form and must remain fixed and firm for the contract term. Material markup caps apply; trip charges, truck charges, mileage fees, fuel surcharges, and minimum hourly billing blocks are prohibited. Contractors must perform a minimum of 80 percent of work with direct W-2 employees, with subcontractors bound by the prime's approved unit price matrix.

Evaluation criteria are weighted: Cost (20 points), Description of Proposed Services (30 points), Relevant Experience (35 points), and References (15 points), with additional preference points available for SLEB certification or local business status, totaling a maximum of 550 points. Contract commencement is anticipated February 9, 2027, with Board of Supervisors award consideration scheduled for February 2, 2027.
