About this opportunity

The North Carolina Department of Transportation is requesting bids for on-call annual seeding and mulching services across Division 1 (fourteen counties: Bertie, Camden, Chowan, Currituck, Dare, Gates, Hertford, Hyde, Martin, Northampton, Pasquotank, Perquimans, Tyrrell, and Washington), with bids due August 12, 2026 at 2:00 p.m. Pre-qualification as a "Bidder" or "PO Prime Contractor" is mandatory, with approval required at least two business days prior to bid opening.

The scope includes miscellaneous erosion control work on primary and secondary roads: seeding and mulching on major and minor slopes, soil reinforcement matting, repair seeding, fertilization, and traffic control as directed by the engineer. Work is organized into three districts with specified completion timeframes — five calendar days for seeding on major slopes and areas adjacent to high-quality water, and ten calendar days for minor slope seeding. The contractor provides all equipment, labor, and material.

The contract is non-exclusive with multiple awards permitted. The annual budget limit is $1 million per year over a one-year initial term (September 1, 2026 through August 31, 2027) with potential extension for up to two additional one-year periods, subject to Consumer Price Index adjustments of no more than 10%. Award is made to the lowest responsible bidder based on bid price, completeness, work experience, ability to perform, past performance, references, and financial stability. Liquidated damages are assessed at $500 per day for failure to meet intermediate contract times and $500 per hour for work outside authorized hours. No bonds are required and no retainage is withheld, though payment may be held for specific locations until completion and final inspection. No MBE/WBE goal applies to this project.
