About this opportunity
The Washington State Department of Enterprise Services is soliciting sealed bids on behalf of Wenatchee Valley College in Omak for HVAC replacement including labor, materials, and services for mechanical work, site preparation, infrastructure upgrades, IT/communications modifications, and electrical renovation, with bids due October 15, 2026 at 1:00 p.m. and a mandatory pre-bid walk-through on September 29 at 11:00 a.m. at the college campus.
Voluntary numerical diverse business goals apply: 10% MBE, 6% WBE, 5% SBE or PWSBE, and 5% Veterans. Achievement is encouraged but not mandatory. Bidders must register with the DES Diversity Compliance program (B2Gnow) and submit monthly payment reporting throughout contract execution.
The estimated bid cost range is $125,000 to $205,000. Prevailing wage rates apply as a public works project in Chelan County. The contract time for substantial completion is 180 calendar days after Notice to Proceed, with final completion within 30 calendar days thereafter. Liquidated damages are assessed at $700 per calendar day of delay. A 5% bid guarantee is required when the base bid plus additive alternates exceeds $35,000. Payment and performance bonds in the amount of 100% of the contract award plus state sales tax using AIA form A312 are required unless the contract sum is $150,000 or less, in which case the Owner may retain 10% retainage in lieu of bonding. The project includes one additive alternate for updating HVAC unit controls.
Contractors must hold appropriate Washington licensing, industrial insurance, and employment security credentials. Nonresident contractors from states providing bidding preferences will have a comparable percentage disadvantage applied to their bids. Sealed bids are submitted through the DES Public Procurement Portal, with virtual public bid opening at approximately 1:30 p.m. via Microsoft Teams.
