About this opportunity
The State of Michigan Department of Technology, Management & Budget is procuring 10,000 OK2SAY branded promotional t-shirts through a competitive bidding process with a posted date of May 3, 2018, and a response deadline of May 8, 2018. The procurement spans multiple jurisdictions including Grand Traverse County and three separate Lansing City entities. The deliverables consist of t-shirts in four sizes—1,000 small, 3,000 medium, 3,000 large, and 3,000 extra-large units—manufactured from 100% pre-shrunk cotton in black with multi-color printing on the front and left sleeve using white, PMS 7689C, PMS 7579C, and PMS 360C inks. All t-shirts must be manufactured and printed in the United States of America, and electronic design files and an approved PDF proof will be provided by the department. The department will award bids based on best price and value rather than lowest bid alone and reserves the right to reject bids from vendors demonstrating past quality concerns or inability to meet specifications. Only prequalified vendors are eligible for consideration, with all bids required to be submitted online and include all costs with freight delivered F.O.B. Destination, prepaid to the General Services Building dock at 7461 Crowner Drive, Lansing, Michigan 48913.
Participation is restricted to prequalified vendors registered with the State of Michigan that accept Electronic Funds Transfer (EFT) payments; interested vendors should contact Mark Miller, Scott Barclay, or Graham Martin to initiate the approximately one-week prequalification process. No incumbent vendor information, set-aside designations for disadvantaged enterprises, or specific award values are identified in the available procurement documents. Shipments must comply with detailed packing specifications, including the use of single-face hardwood pallets with specific dimensions and weight restrictions, and all cartons must be uniformly labeled with commodity numbers, descriptions, purchase order numbers, and piece counts. Electronic copy materials must be supplied in source software format with all revisions, fonts, and images included, along with a PDF version, with no underruns permitted and overruns at the vendor's expense. Invoices should be submitted to Print & Mail Management at the General Services Building address or emailed to Scott Barclay, with the General Services Building dock operating Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays.
