About this opportunity

The Ohio Department of Job and Family Services (ODJFS) is seeking to renew its SAML (Security Assertion Markup Language) controls for authentication with the state's Integrated Ohio Platform (IOP) for SETS Modern applications. This procurement is specifically for maintaining and supporting the current authentication mechanism, which enables secure access to critical state systems. The solicitation requires vendors to submit quotes on company letterhead with complete contact information, and all quotes must remain valid for 90 days from the request end date. Vendors must provide detailed pricing information, including quantity and unit price for each line item, even if an item's cost is $0.00. Key submission requirements include providing the vendor's certified MBE (Minority Business Enterprise) number, certification expiration date, and any applicable STS (State Term Schedule) or MMA (Multiple Milestone Agreement) contract numbers. The technical objective is to ensure continued secure authentication for state applications, with vendors required to demonstrate funding capacity to fulfill the entire order.

This procurement is exclusively set aside for Minority Business Enterprise (MBE) vendors, specifically those classified as State Term Schedule (STS) suppliers. Non-MBE quotes will be automatically rejected, and the solicitation will only proceed if a minimum of three MBE STS quotes are received. If three qualifying MBE STS quotes are submitted, ODJFS will award the contract to the lowest responsive and responsible MBE STS bidder. Quoted STS pricing must be at or lower than current established STS pricing. The solicitation is structured to leverage existing DAS (Department of Administrative Services) contracts and promote opportunities for minority-owned businesses. While specific budget ranges are not disclosed, the procurement appears focused on maintaining existing authentication infrastructure for the state's integrated platform. The contract opportunity is numbered 1058372 and was posted on September 22, 2025, with responses due by October 7, 2025.
