About this opportunity

The Madison Metropolitan Sewerage District (MMSD) is seeking bids for Oil Recycling and Waste Services for the period of 2025-2027, covering Dane County and the City of Madison, Wisconsin. The procurement involves a comprehensive waste management service that includes providing containers and equipment to remove recycled oil and associated waste from the Nine Springs Treatment Plant. Specific waste streams to be managed include parts washer solvent, sorbent materials, waste oil filters, and waste oil, all to be handled in accordance with State of Wisconsin guidelines. Bidders must submit sealed proposals by 11:00 am CST on December 18, 2024, at the district office located at 1610 Moorland Road, Madison. The contract will be awarded based on the lowest total contract price for the three-year term, with the contract period expected to run from January 1, 2025, to December 31, 2027. Prospective bidders are encouraged to review all bid documents on the district's website and may direct any questions to Erik Rehr, Maintenance and Reliability Manager, at 608-709-1833 or erikr@madsewer.org.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be required to maintain comprehensive insurance coverage, including comprehensive general liability, automobile liability, and worker's compensation. While no incumbent vendor is specifically identified, the bid package indicates that MMSD reserves the right to reject any or all proposals and to waive any technicalities. The contract is subject to the provisions of Section 66.0901 of the Wisconsin Statutes and will be awarded to the most advantageous bidder. Although a specific budget range is not disclosed, the procurement involves ongoing waste management services for a municipal treatment plant, suggesting a potentially significant annual contract value. All bid responses will be considered public record, and only formal written addenda can materially alter the specifications of the solicitation.
