About this opportunity

The Port of Corpus Christi Authority is soliciting bids for Oil Dock 14 Deepening Upgrades—Phase I, a marine infrastructure construction project with proposals due August 20, 2026. The scope consists of furnishing and constructing approximately 350 linear feet of a toe wall system and modifying four breasting structures to enable deeper-draft Suezmax Class vessel operations (from –48' MLLW to –60' MLLW). All work must be completed within a single continuous 35-day dock outage.

The primary deliverables are a steel pipe-Z combination wall and Z sheet pile wall for the toe wall system, steel-framed fender system spacers for the breasting structures, and associated catwalks and walkways. Design constraints include existing sheet pile interlock separation at nine locations along the bulkhead, which necessitates toe wall installation before future dredging. Pile driving is feasible per GRLWEAP driveability analysis, with a maximum blow-count limit of 120 blows per foot to avoid overstressing. The design follows USACE EM 1110-2-2504 for sheet pile wall design, AISC 360-22 for structural steel, and ASCE 7-22 for seismic criteria. Construction sequencing requires spacer completion first, followed by toe wall placement and concrete backfill, with final dredging after structural work completion.

The Opinion of Probable Construction Cost is estimated at $25.655 million, including 15% contingency and approximately 500 days of stand-by time to account for ship calls during construction. The project is located in Corpus Christi, Texas, within a 100-year flood hazard zone. A 24-page basis-of-design document prepared by HDR Engineering, Inc. is attached as reference material.
