About this opportunity

The Ohio Department of Commerce's Division of the State Fire Marshal (DSFM) is seeking a contractor to perform critical underground infrastructure repair at their facility located at 8895 East Main Street in Reynoldsburg, Franklin County. The procurement opportunity involves extracting and replacing approximately 11-14 feet of compromised 4-inch underground drain line, which is approximately 8 feet deep, and installing a pipe liner for roughly 90 feet of existing drain line under the kitchen floor. Key deliverables include complete pipe extraction, liner installation, branch line reinstatement, camera scoping to verify liner installation, pipe replacement with city-approved fittings, concrete sawing, excavation, spoils removal, and concrete restoration. Prospective vendors must provide itemized quotes that include time estimates for kitchen service disruption, as the work will render kitchen sinks, floor drains, and steamer inoperable during the project. The solicitation was posted on March 6, 2025, with proposals due by March 20, 2025, and interested contractors are required to contact Michael Sands at Michael.Sands@com.ohio.gov or 1-614-867-1087 to arrange a mandatory site visit. For bids exceeding $75,000, prevailing wage rates must be applied.

The contract opportunity does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are mentioned in the documentation. The infrastructure being addressed is original to the 1970s building, with cast iron drainage lines that have reached the end of their typical 50-100 year lifespan. While a specific budget range is not provided, the complexity of the underground infrastructure repair suggests a substantial project value. The work involves intricate technical specifications, including pipe descaling, jetting, liner installation, and branch line reinstatement, which will require specialized underground infrastructure and plumbing expertise. Vendors will need to demonstrate capability in municipal infrastructure repair, particularly for aging cast iron drainage systems, and provide comprehensive documentation of their proposed approach, including precise time estimates for kitchen service disruption and detailed cost breakdowns.

Please contact Michael Sands at Michael.Sands@com.ohio.gov or 1-614-867-1087 to arrange a site visit at Division of the State Fire Marshal location: 8895 East Main St. Reynoldsburg, Ohio, 43068 For any bid exceeding $75,000, please use prevailing wage rates. Background and Scope of Work Purpose: DSFM's underground infrastructure is as old as the original building from the 1970s. This includes the underground drainage lines that are cast iron. There is a section of kitchen grease drain inlet (going "into" the grease trap) that has failed. On a recent exploratory scope, it was discovered that a portion of the cast iron drainpipe is compromised and needs replaced. Cast iron was a construction standard for drain lines back in the 70s for such applications but it does have limitations. The lifespan for cast iron is between 50-100 years but deterioration can begin after 25 years. The 4" grease drain inlet line about 50 years old. Based on the recent scope, the condition of the pipe and its interior vary from excessive use and some wear to complete compromise and failure. The section of pipe that is under the kitchen floor is in-tact and not compromised; just heavily worn from decades of use and maintenance. The underground pipe that goes from the exterior wall of the kitchen to the grease trap has failed on the underside. This is the presumed reason as to why there is sometimes gravel found at the bottom of the grease trap pit during DSFM's contacted quarterly grease trap cleanings. When the grease drains are jetted towards the trap, the water pressure (presumably) moves some of the gravel that was originally used to backfill around the pipe when it was originally installed. Since the infrastructure is all the same age, DSFM is requesting the section of compromised piping be extracted and replaced with new. Additionally, as means of preserving the fragile existing piping that is under the kitchen floor, DSFM is requesting that approximately 90ft of pipe liner be installed. This should preserve the existing, non-compromised drainpipe that is under the finished kitchen floor and ought to allow for another several decades of reliable grease drainage which is crucial for such a commercial kitchen. It is understood this work will require the kitchen to be shut down for multiple days. All kitchen sinks, some floor drains, and the steamer cannot be used during this process. An estimated number of days the kitchen will need to be out of service will need to be provided by the vendor so this (pending) approved service can be scheduled to have the least impact and the kitchen staff can plan accordingly. All submitted quotes should be itemized and include time estimates for how long to expect the kitchen to be out of service while this work is performed. Requesting: A portion of underground drain line needs completely extracted and replaced. Install a liner for approximately 90ft of pipe that goes under the finished kitchen floor. (**Listed measurement depths and lengths are all approximate; exact measurements should be verified by vendor).

  • Extract approximately 11ft-14ft of underground, 4" drain line. Pipe is about 8ft deep.
  • Prep drainpipe for liner including, but not limited to, descaling and jetting.
  • Reline approximately 90ft of existing 4" underground drain line; reinstate all branch lines that stem off the 4" (presumed 3 lines)
  • Use camera to scope and verify new liner installation is successful
  • Replaced extracted pipe with new pipe and city approved fittings. Fill void to grade.
  • Include all concrete sawing, excavation, spoils removal, and replace/finish concrete
  • If applicable, include all permitting

All work to be performed on-site at 8895 E. Main Street, Reynoldsburg, Ohio 43068
