About this opportunity

The Ohio Department of Health (ODH) has issued a Request for Determination and Qualification (RDQ) for a School-Based Medical Consultant contract for State Fiscal Years 2026-2027, with potential extensions through June 30, 2031. The procurement seeks a board-certified pediatrician to provide professional services supporting school-based health programs across the state. Key deliverables include reviewing and updating emergency guidelines for schools, providing clinical guidance to School-Based Health Centers, offering consultation for the Pediatric Mental Health Care Access Program, and supporting various school health-related topics. The contractor must have documented experience in maternal and child health, public health programs, school health, and school nursing. The evaluation process is comprehensive, with 500 points allocated to the technical proposal, 200 points to the cost proposal, and 50 points to minority business enterprise considerations. Solicitation details include a posting date of May 19, 2025, with inquiries accepted until May 29, 2025, and final applications due by June 5, 2025, at 3:00 p.m. The projected budget for this contract is $175,000, contingent on Ohio General Assembly funding appropriations.

The ODH has implemented specific procurement initiatives to support diversity and inclusion in contracting. The Minority Business Enterprise (MBE) Program encourages contractors to set aside a portion of work for Ohio-certified minority businesses, with point incentives ranging from 0-50 points based on the percentage of work allocated to MBE contractors. Additionally, the Veteran-Friendly Business Enterprise (VBE) Program provides preference to businesses with significant veteran ownership or employment. Contractors who fail to meet their proposed MBE set-aside percentage may face financial penalties, with 10% of the MBE set-aside amount being withheld from invoices. Proposals must be submitted through Ohio Buys, with separate technical and cost proposal documents. To be considered, technical proposals must score at least 300 out of 500 points, demonstrating the contractor's experience, methodology, personnel capabilities, and project understanding. The contract is structured with an initial two-year term and the potential for two additional 24-month renewal periods, subject to mutual agreement and satisfactory performance.
