About this opportunity
The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for one new 8-foot by 28-foot tandem-axle, three-room office trailer for MaineDOT Fleet Services, with quotations due April 10, 2017 at 2:00 p.m. Eastern Standard Time via the State of Maine's electronic procurement system (Advantage Vendor Self Service).
The trailer must be designed for heavy-duty use on job sites throughout Maine, fully assembled, inspected, serviced, and ready for operation at delivery, and must meet or exceed all applicable OSHA and federal and state codes. The unit will be delivered FOB Destination between 8:00 a.m. and 4:00 p.m., Monday through Friday, with liquidated damages of fifty dollars per unit per calendar day assessed for delays beyond the negotiated delivery schedule unless caused by acts beyond the contractor's reasonable control.
The anticipated contract term is April 17, 2017 through April 16, 2018, with two optional one-year renewal periods extending through April 16, 2020. Award will be made to the lowest-priced responsive bidder meeting specifications under a best-value evaluation considering conformity with specifications, quality, delivery date, and price. All quotations must remain valid and binding for 180 days from bid opening. The State is exempt from federal, state, and local taxes; tax exemption certificates will be furnished at contract finalization.
Successful bidders must provide manufacturer's standard warranties with clearly defined coverage and components and agree to accept municipal and school district orders at quoted prices. Pricing must include all costs necessary for manufacture, delivery, and full compliance with contract requirements. The solicitation permits bidders to submit multiple quotations and allows the State to waive minor informalities.
