About this opportunity

The South Dakota Department of Health's Office of Child and Family Services (OCFS) is issuing a Request for Proposal (RFP #23-0904004-006) for a Quality Improvement Coordinator to support clinical and public health services across Minnehaha County and the state. The primary objective is to procure an organization or individual who will lead quality improvement efforts, ensure alignment with Public Health Accreditation Board Standards, facilitate staff training, and manage the OCFS quality improvement workgroup. Key deliverables include leading data monitoring and reporting initiatives, coordinating with the OCFS data team, and implementing comprehensive quality improvement strategies. Vendors must submit proposals by January 20, 2023, at 5:00 PM CST, with written inquiries accepted via email to Katelyn.Strasser@state.sd.us using the subject line "RFP #23-0904004-006". Evaluation will likely focus on the vendor's ability to meet technical requirements, proposed approach to quality improvement, and demonstrated expertise in clinical and public health service enhancement.

The RFP does not explicitly specify set-aside designations or restrictions on respondent types, indicating that a broad range of organizations may submit proposals. The contract is expected to have a four-year term with potential for a two-year extension, and while no specific budget range is established, vendors are encouraged to submit comprehensive cost proposals that include personnel, supplies, travel, and administrative expenses. The state will negotiate contract terms, including compensation and performance schedule, with the highest-ranked offeror, and will proceed to the next-ranked contractor if an initial agreement cannot be reached. Multiple cost proposals are permitted, and the state will assess submissions based on overall value and alignment with OCFS quality improvement objectives. The procurement appears to be open to consulting firms, nonprofit organizations, and potentially individual contractors with expertise in quality improvement, public health services, and data monitoring.
