About this opportunity
The Texas Juvenile Justice Department (TJJD) is seeking a cloud-based Offender Monitoring and Tracking System (OMTS) through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The solution must enable electronic bed checks at secured juvenile correctional facilities without requiring youth to wear tracking devices, capable of tracking youth throughout eight specific facilities, capturing well-being checks, managing appointments, and providing alerts and notifications. The system must digitally tag 1,400 housing locations, include two handheld devices per pod, and provide 25 backup devices. Respondents must maintain TxRAMP Level II certification and provide $1,000,000 liability insurance. The evaluation will be weighted across five key areas: Company Organization and Qualifications (10%), System Requirements (50%), Training (20%), Personnel Qualifications (10%), and Price (10%). Proposal submissions are due January 5, 2026, at 3:00 PM Central Time, with questions accepted until December 15, 2025. The anticipated contract will commence March 1, 2026, for an initial three-year term with two potential one-year renewals.
The solicitation is open to all qualified respondents, with preference given to Texas bidders and those meeting Historically Underutilized Business (HUB) goals. A completed HUB Subcontracting Plan is mandatory for all responses. Contractors must maintain 99% system uptime, provide 24/7 technical support with specific response times, and comply with CJIS, HIPAA, and Prison Rape Elimination Act (PREA) standards. Respondents must complete PREA training, submit a Statement of Data Security, and undergo background checks. Any proposed subcontractors require pre-approval from TJJD and must meet equivalent qualification standards. While a specific budget range is not disclosed, TJJD intends to award a single contract and reserves the right to conduct best and final offer (BAFO) negotiations with top-ranked respondents. Pricing must be submitted as a firm fixed price, with all costs comprehensively detailed in Exhibit B of the solicitation.
