About this opportunity

Massachusetts Department of Fish and Game, Division of Fisheries and Wildlife is requesting quotes for the 2026-2027 Migratory Game Bird Hunting Regulations Brochure under Statewide Contract OFF48, Category 1 (RFQ OFF48RFQ Cat 1-2026-2027), with quotes due August 17, 2026. Small Business Purchasing Program (SBPP) certified participants meeting best-value criteria will receive preference for award.

The scope calls for production of 12,000 four-fold brochures, 8.5 by 14 inches, printed four-color on both sides using 80-pound white coated silk text stock meeting state recycled content minimums. Post-production services include double parallel folding, packaging in bundles of 50 units with shrink-wrap, and delivery to One Rabbit Hill Road, Westborough, MA 01581. Camera-ready press-quality PDFs with printer marks will be provided; the final PDF will be delivered once 2026-2027 hunting regulations are approved. Hard copy color proofs are required. All pricing must be FOB delivery with no sales tax included, as the Department is sales tax exempt.

Evaluation prioritizes cost and turnaround time. The contract will be awarded to one vendor only. All terms and conditions of MA Statewide Contract OFF48 apply. The internal bid number is DFW-2027-016. Quotes must be submitted electronically through COMMBUYS using the "Create Quote" function. Questions should be submitted through the Q&A feature in COMMBUYS. Contact Debbie McGrath at 508-389-6034 or debbie.mcgrath@mass.gov; invoices also go to that email address.
