About this opportunity

The California Department of State Hospitals (DSH) at Patton is seeking bids for off-site sleep medicine services through an Invitation for Bid (IFB) issued on February 22, 2016. The procurement solicits contractors to provide comprehensive sleep medicine services, including recording, interpretation, and reporting of diagnostic sleep studies to evaluate sleep disorders. Qualified contractors must supply licensed physicians board certified in pulmonology, neurology, or otolaryngology, along with certified sleep study technicians. The services will be compensated using Medicare Fee Schedule percentages based on the county location, with specific reimbursement determined by Current Procedural Terminology (CPT) and Healthcare Common Procedure Coding System (HCPCS) codes. Key bid deadlines include March 2, 2016, at 2:00 PM for submitting questions and March 7, 2016, at 3:30 PM for bid submissions, with a public bid opening at 4:00 PM. The anticipated contract period is from July 1, 2016, through June 30, 2018, with contractors required to first submit Medicare claims for eligible patients before billing DSH.

The IFB includes specific set-aside preferences for small businesses and disabled veteran business enterprises (DVBE), providing potential incentives for qualifying vendors. Insurance requirements are comprehensive, mandating commercial general liability coverage of $1M per occurrence/$2M aggregate, professional liability of $1M per claim/$2M aggregate, and workers' compensation coverage. While no specific incumbent vendor is mentioned, the contract requires contractors to meet stringent regulatory standards set by Title 22 of the California Code of Regulations regarding community care licensing and Department of Justice requirements. Contractors must provide all necessary materials, supplies, tools, equipment, transportation, licenses, permits, and personnel to support DSH medical staff in delivering high-quality medical care. Although a specific budget range is not explicitly stated, the detailed fee schedule and Medicare-based compensation model suggests a flexible pricing structure that will be determined by the volume and complexity of sleep medicine services provided during the two-year contract period.
