About this opportunity

The California Department of State Hospitals (DSH) - Patton has issued an Invitation for Bid (IFB) for off-site sleep medicine services, seeking a contractor to provide comprehensive diagnostic sleep medicine evaluations. The primary objectives include recording, interpreting, and reporting sleep disorder diagnostics with high-quality medical care standards consistent with Title 22 of the California Code of Regulations. Contractors must possess specific medical qualifications, including board certification in pulmonology, neurology, or otolaryngology, and certification from the American Board of Sleep Medicine. The procurement requires the contractor to supply all necessary materials, supplies, tools, equipment, transportation, licenses, permits, insurance, and personnel to support the DSH medical staff. Key bid deadlines include questions due by March 2, 2016 at 2:00 PM, with final bids due by March 7, 2016 at 3:30 PM, followed by a public bid opening at 4:00 PM. The anticipated contract will run from July 1, 2016 through June 30, 2018, with pricing based on a percentage of the current Medicare Fee Schedule for the county location using specific CPT and HCPCS codes.

The procurement includes favorable provisions for small businesses and Disabled Veteran Business Enterprises (DVBE), offering a 5% preference for certified Small Businesses and additional incentives ranging from 1-5% for DVBE participation. Required insurance coverage includes Commercial General Liability ($1M per occurrence/$2M aggregate) and Professional Liability ($1M per claim/$2M aggregate). While no specific incumbent vendors are mentioned, the contract appears designed to provide flexibility for qualified medical service providers specializing in sleep medicine diagnostics. The pricing mechanism will utilize Medicare Fee Schedule percentages, suggesting a potentially variable contract value depending on service utilization. Potential bidders must demonstrate comprehensive medical expertise, appropriate licensing, and the capacity to deliver specialized sleep medicine services on an as-needed basis for the Department of State Hospitals.
