About this opportunity

The Oregon Department of Administrative Services, State Procurement Services is requesting proposals for Construction Manager/General Contractor services for the Roseburg Veteran's Home project on behalf of the Oregon Department of Veteran's Affairs, with proposals due November 19, 2026 at 2:00 PM Pacific Time. Attendance at a mandatory pre-proposal conference on September 30, 2026 at 11:00 AM at Building 16 Auditorium on the project site is required; non-attendance results in proposal rejection. Proposers must be registered with the Oregon Construction Contractors Board prior to submission.

The project encompasses a new 125,000–150,000 square foot veterans' home on approximately 14 acres in Roseburg featuring small-house style residential buildings and an interconnected community center, with 154 single-occupancy skilled nursing beds. The CM/GC contract will initially authorize preconstruction phase services only — design development support, value engineering, cost estimating, constructability reviews, scheduling, and procurement strategies — with construction phase services and other work added through Early Work Amendments or GMP Amendments at ODVA's discretion. The preconstruction phase runs March 2026 through December 2027, followed by GMP proposal negotiations December 2027 through February 2028, construction notice to proceed February 2028, substantial completion targeted February 2030, and final completion April 2030.

The target GMP budget is approximately $69 million to $99 million. Compensation is structured as a not-to-exceed preconstruction fee plus hourly rates for personnel, CM/GC fee as a percentage of cost of work, insurance and bonding costs as a percentage of cost of work, and monthly general conditions work costs.

The project is subject to prevailing wage requirements under ORS 279C.800-870, State Buy America requirements for steel, iron, and manufactured products, apprenticeship requirements under ORS 279C.533, COBID certified business outreach requirements, and pay equity compliance requirements. Evaluation weighs cost proposal scoring at 25 points and technical proposal evaluation at 75 points. The three highest-scoring proposers will enter a competitive range for interviews before final award. Contract execution is anticipated by February 22, 2027.
